Report of the PNB Personnel Committee

to the Pacifica National Board

The Personnel Committee is concentrating on preparations for the job performance reviews of the Pacifica Executive Director and Chief Financial Officer. These reviews need to be completed before the end of the ED's and CFO's 6 month probationary period. We are required by the ED and CFO contracts to provide them with written performance evaluations during this period.

The committee has reviewed past evaluation documents and procedures, including one from several years ago of Pacifica's CFO, one for a Pacifica GM, plus published recommendations for executive reviews for non-profits. The committee has also reviewed in detail the ED and CFO job descriptions and plans to base the evaluations on performance relative to the duties in those job descriptions, with weight given to those areas deemed to be the highest priorities by the PNB.

The PNB approved, at its last meeting, the committee motion to extend the CFO probationary period to July 31 (6 months after the CFO actually started in that position full time, rather than the Dec. 1 date in the original contract). Therefore, the committee is concentrating first on the ED evaluation.

The committee conducted an online survey last month of PNB members to see what areas were priorities for the ED evaluation, and to collect any other suggestions for the evaluation. That survey indicated that finances were the highest priority, although all other areas were also deemed to be somewhat of a priority by most who responded. The survey is still open and those PNB members who did not respond may still do so, and their responses will help the committee give proper weight to the various duties listed in the job description.

Based on the above, and the ED job description, the committee developed two alternative ED evaluation surveys and expects to decide which one to use, revise it as needed, and get it sent out during the week of April 18, with survey responses due back the following week (probably by April 28). Then the committee will compile and review the responses, meet with the ED to go over them, and produce a written job performance evaluation report for the PNB before the end of the ED probationary period (May 30).

The above will be repeated for the CFO, although the timelines will overlap because the CFO evaluation survey can be developed before the end of the ED evaluation process noted above.

The surveys will have multiple choice responses but also allow for written comments.

The committee plans to send the ED evaluation surveys to all Pacifica National Office staff, to all GMs/iGMs and the PRA director, to all members of the PNB, and to other LSB members who are also members of PNB national committees. Each question will have a response option for Not Applicable or No Opinion for those people who do not feel they can give an evaluation on that question, and the survey responses can be totaled separately (for PNB, national office staff, etc.) to see if there are differences between these groups in how they respond to each question. We also expect to look at aggregated responses for all survey responders, for each question.

The committee plans to share all survey responses (both aggregated as well as individual comments, all anonymous) and evaluation report with the PNB as well as the ED. The committee plans to share the CFO survey responses and evaluation report with the PNB, ED, and CFO.

The committee is working to ensure that the job performance surveys will provide not only a basis for evaluations of the ED and CFO and the needed information for the PNB, but also provide our ED and CFO with feedback that is useful to them in their jobs.
