National Elections Supervisor Ruling on Term Limits for the 2007 Pacifica elections

The following is the official ruling of the National Elections Supervisor regarding how provisions for term limits in the Pacifica Bylaws will affect this year's elections for Local Station Board:

Delegates who were elected to a short term on a Local Station Board in February 2004, then subsequently re-elected to a full term later in 2004:

How To Become A Voter

There are two categories of elections for your Local Station Board.

One is for Listener Sponsors and certified Volunteers, who elect eighteen (18) Delegates. Elections are staggered with half the LSB elected at a time.

The second category is for Paid and Unpaid Staff at each station, electing six (6) Delegates to the 24-member board. The term of office for each elected Delegate is three (3) years.

To VOTE as a LISTENER SPONSOR: Join one of the 5 stations listed below, at the rate of at least $25 per year per member. You may vote at only one station. Annual membership must be paid by August 31, 2007.

The Proportional Voting Solution
Through proportional voting systems (commonly referred to as “proportional representation” or “full representation”), like-minded groupings of voters win legislative seats in better proportion to their share of the population. Whereas winner-take-all elections award 100% of power to a 50.1% majority, proportional voting systems allow voters in a minority to win a fair share of representation. Proportional voting describes a broad range of methods that require at least some legislators to be elected in districts with more than one seat.

Election Timeline

If you are interested in running for Local Station Board, or know folks who you feel would add to the quality of your station by being on the Local Station Board, you should note the following timetable for the elections.

June 1: Registrars at each station (appointed by General Managers) begin recording all volunteer hours worked to determine who will be considered "Unpaid Staff" voters

Pacifica Mission Statement

  1. To establish a Foundation organized and operated exclusively for educational purposes no part of the net earnings of which inures to the benefit of any member of the Foundation. [*]

  2. To establish and operate for educational purposes, in such manner that the facilities involved shall be as nearly self-sustaining as possible, one or more radio broadcasting stations licensed by the Federal Communications Commission and subject in their operation to the regulatory actions of the Commission under the Communications Act of 1934, As Amended.

  3. In radio broadcasting operations to encourage and provide outlets for the creative skills and energies of the community; to conduct classes and workshops in the writing and producing of drama; to establish awards and scholarships for creative writing; to offer performance facilities to amateur instrumentalists, choral groups, orchestral groups and music students; and to promote and aid other creative activities which will serve the cultural welfare of the community.

  4. In radio broadcasting operations to engage in any activity that shall contribute to a lasting understanding between nations and between the individuals of all nations, races, creeds and colors; to gather and disseminate information on the causes of conflict between any and all of such groups; and through any and all means compatible with the purposes of this corporation to promote the study of political and economic problems and of the causes of religious, philosophical and racial antagonisms.

  5. In radio broadcasting operations to promote the full distribution of public information; to obtain access to sources of news not commonly brought together in the same medium; and to employ such varied sources in the public presentation of accurate, objective, comprehensive news on all matters vitally affecting the community.

The governing boards of all 5 stations are elected by Listener Sponsors and station staff. We use a democratic process of proportional representation known as Single Transferable Voting (STV).
